The Commonwealth prescribes to a restorative approach to justice, relying on both the traditions of the Anzati houses, and philosophy of the Force as fostered by Her Majesty, a Jedi Master and former Healer. The focus of Commonwealth justice is the inclusion of the community, victim, offender, and Crown in the administration of law. A satisfactory and productive conclusion is forged from the meeting of these views, and healing is the ultimate aim.

While there are no specific crimes, any complaints of wrongdoing or harm are addressed to the Office of the Chancellor. A preliminary inquest is commenced, and should it find valid grounds to substantiate the complaint, the offender may be either summoned to attend the Restoration Circle at a specific date and time, or be remanded into custody at the discretion of the Chancellor, and under advisement from relevant parties.

Housed in the Nova Palace, in a rounded hall utilized by the Anzat Noble Houses for millennia, Restoration Circles are called to order. The complainant, accused, and other involved parties are brought together. The Chancellor and a minimum of one other member of the Privy Council guide and rule on the proceedings, with a focus on finding a consensus among those present. The Regent is excluded from the proceedings unless the seriousness of charge necessitates his or her attendance. Rehabilitation, restitution, and deterrence are all considered in the passage of sentence.

Appeals of the ruling by any involved party are directed to the Crown. However, should the Regent serve in the Circle, it is assumed their consent has been lent to the decision and as such is beyond review.

Matters of civil and criminal law are brought before Restoration Circles. The Ministry of Defence has a separate, and autonomous, Code of Military Justice and utilizes Court Martials to pass judgement. The Code of Military Justice is also responsible for the processing and sentencing of enemy combatants, through Military Tribunals. Appeals to these rulings are directed to the Chancellor and Head of State. Military Justice does not subscribe to a restorative approach.
